The Incident in the Black Sea
On Tuesday, a Russian fighter jet forced down a US Air Force drone over the Black Sea after damaging its propeller, according to a statement from the US Air Force. The MQ-9 Reaper drone was operating over international waters alongside two SU-27 Flanker jets when one of the Russian jets flew in front of and dumped fuel in front of the unmanned drone. This was followed by one of the jets damaging the propeller of the Reaper, which caused it to be brought down in international waters.

This marks the first direct contact between Russian and US military aircraft since Russia’s invasion of Ukraine over a year ago and is likely to escalate tensions between the two nations. The US Air Force has strongly criticized Russia's actions, calling them “reckless, environmentally unsound, and unprofessional.”
Impact on International Security
The interception of the US drone in the Black Sea also raises concerns about the safety and security of international airspace. The incident highlights the need for nations to respect each other's territorial sovereignty and to avoid provocative actions that could lead to conflict.
US Air Force Gen. James B. Hecker, commander of US Air Forces Europe and Air Forces Africa, said in a statement that "This incident demonstrates a lack of competence in addition to being unsafe and unprofessional. Several times before the collision, the Su-27s dumped fuel on and flew in front of the MQ-9 in a reckless, environmentally unsound and unprofessional manner."
National Security Council communications coordinator John Kirby said that President Joe Biden was briefed on the incident by national security adviser Jake Sullivan on Tuesday morning. Kirby added that while it is not uncommon for Russian aircraft to intercept US aircraft over the Black Sea, this episode was unique in how “unsafe, unprofessional and reckless” the Russian actions were.
The US has been operating Reaper drones over the Black Sea since before the start of the Ukraine war to monitor the area. Reaper drones can fly up to 50,000 feet and have the capability to gather intelligence and perform reconnaissance for extended periods of time, making them ideal platforms to track movements on the battlefield and in the Black Sea.
While Russian and US aircraft have operated over the Black Sea during the course of the Ukraine war, this is the first known instance of such an interaction. The incident is a potentially dangerous escalation at a critical time in the fighting.
